Petersburg’s Island Ventures LLC plans to resume operations at the scow bay turnaround this spring. The small, boat haul-out company stopped using a parcel of city land it was leasing near the boat launch there more than a year ago because of an expensive requirement that it carry pollution insurance. That requirement has now been lifted after a couple years of consideration and debate.
